Creating a Painted Effect Photoshop Elements

In this video we look at how we can create a Painted Effect in Photoshop Elements using the Filter Gallery, Blend Modes and a Brush. The chosen filter creates banding and we will see how we can easily remove this from the sky. We will then add texture in a slightly different way which makes it fully adjustable, and we finish our image with a rather neat frame.
